Description

Installing the same feature multiple times should not cause any refresh.
For the activemq feature, there are multiple problems:

• sometimes, spring/3.1.4 is installed / uninstalled, while spring/3.2.11.RELEASE_1 is always installed
• scr is refreshed because the resolver output from the FeaturesService says it should be wired to org.apache.karaf.shell.core, but the framework resolver does not create the wire
