[KARAF-3240] BundleWatcher should not depend to pax-url-mvn

Description

Karaf 2.x now uses Pax URL 2.1.0 with uber bundles, and pax-url-aether.

However, bundle:watch still uses pax-url-mvn (for the Parser).

As for karaf-3.0.x/master, the Parser should be in Karaf utils, and we can remove the pax-url-mvn dependency.
