[KARAF-3197] Can't type anything in the console on Windows platform

Description

On Windows platform, Karaf starts correctly, but it's not possible to type anything in the shell console.

First, I thought that the issue was related to JLine 2.12 but actually, it's not.
I suspect the users.properties encryption thread to be the source of the problem.
