[KARAF-3020] RBAC-put "type" right after the domain when generate the PID from JMX ObjectName

Description

as the type is significant when display the JMX view on the client.
For example we can have cxf bus MBean ObjectName like

org.apache.cxf:bus.id=cxf-osgi-cxf866757140,type=Bus,instance.id=

though "type=Bus" isn't the first property here, it's display topper level on the tree view.
