[KARAF-2616] war feature should depends to http (instead of pax-http)

Description

Currently, the war feature depends to the pax-war feature, and pax-war feature depends to pax-http feature (through pax-http-whiteboard).

It means that the users have to explicitly install the http feature (for instance providing the http:* command) in Karaf 3.0.0 (whereas it wasn't necessary in previous Karaf versions).

In addition of the pax-war feature, the war feature should depend to the http feature.
