[KARAF-2346] WebConsole should export package with version 3.1.2 (and not 4.0.0)

Description

Felix WebConsole provides a 4.0 bundle version, but that still exports the API at 3.1.2 because it was not modified for the 4.0 bundle release.

However, Karaf WebConsole "rewrap" the export package and set version to 4.0.0, whereas it should be 3.1.2.
