[KARAF-2314] Remove SNAPSHOT repositories by default in the distribution

Description

Now, etc/org.ops4j.pax.url.mvn.cfg file contains a set of SNAPSHOT repositories. The problem is that the SNAPSHOT resolution is "long" as Karaf checks an updated SNAPSHOT in the different SNAPSHOT repositories.

It's better to keep only the release repositories by default and move the SNAPSHOT repositories in the comment section.

If the user really wants to use SNAPSHOTs, he can update etc/org.ops4j.pax.url.mvn.cfg, he can update as explain in the comment section.
