[KARAF-1430] Default child instance config is not the same as the root instance

Description

Some configuration files have been changed in the assemblies (root instance) but not in the admin/instances resources.

For instance, org.ops4j.pax.url.mvn.cfg file has been updated (cleanup) in root instance, but the child instances still define a lot of unused repositories.
