User bundles are treated as system bundles

      Description

      Reproduce:

      Install a user bundle with default start level (60).
      install -s mvn:....mybundle

      stop <bundleid>

      You are asked :
      You are about to access system bundle <bundleid>. Do you wish to continue (yes/no):

      A bundle the user installs with default values clearly should not be treated as a system bundle.

      The fix is simple. we just need to add the property
      karaf.systemBundlesStartLevel=59
      to the config.properties that is installed with the distro.
