Description
Currently the distribution creation contains an extra step to create a startup.properties file.
We could make this simpler by specifying startup features in a config. Then when starting karaf we could do the same as now just with the feature as source instead of the startup.properties.
Depending on time we could do this for 3.0.0 or 3.1.0.
