[KARAF-1247] maven-metadata-local.xml is not generated for bundles from a boot feature

Description

The maven-metadata-local.xml is generated (or copied from local) for all SNAPSHOT artifacts from a feature handled by the install-kars goal.

However, if we have bootFeatures, the artifact is well copied but not the metadata (it's the case in the apache-karaf assembly for ssh, config, etc).
