[KARAF-1112] shell:sleep should be in seconds

Description

shell:sleep is in milliseconds.
The linux sleep command is in seconds.
The felix sleep command is in seconds.
I know this would cause a backward compatibility problem, but maybe you can clean this up when you align your shell commands with felix and/or eclipse.
