This started showing up for me with the recent blueprint upgrade. If you have several blueprint plans in the same bundle that use the command namespace, each time the namespace is encountered in a plan it tries to register the NumberToStringConverter. After the first time this causes an exception. There might be a problem in blueprint or elsewhere but one simple fix is to check for the converter before trying to register it.
