[KAFKA-8405] Remove deprecated `kafka-preferred-replica-election` command

Description

For version 2.4.0, we deprecated:

1. AdminClient.electPreferredLeaders
2. ElectPreferredLeadersResult
3. ElectPreferredLeadersOptions
4. PreferredReplicaLeaderElectionCommand.

For version 3.0.0 we should remove all of this symbols and the reference to them. For the command that includes:

1. bin/kafka-preferred-replica-election.sh
2. bin/windows/kafka-preferred-replica-election.bat
