Major Description
The "Modifying Topics" section of the docs (http://kafka.apache.org/documentation.html#basic_ops_modify_topic) says
Kafka does not currently support reducing the number of partitions for a topic or changing the replication factor.
But you can modify the replication factor. That second half of the sentence should be removed.
