    Description

      The migration changes were meant to be a minimal transition. Once most of the migration is complete though, we should be able to refactor KafkaApis to be more efficient, reliable and readable based on the new Requests/Responses.

      An important part to handle here is the refactoring of how authorization errors are handled generically as discussed in https://github.com/apache/kafka/pull/196
