Description

According to GitHub readme rules (
https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-readmes) :

https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-readmes

the file `.github/readme` will override root/readme ... Hence, we should move .github/readme to ./github/workflows/readme
