      Description

We should have a standard list of excludes for when we run RAT from the command line (other projects do this with the RAT ant or maven plugins). As far as I know there isn't a nice way to do that yet so I created RAT-99

Assuming something like that is excepted, what I have so far is:
      .rat-excludes
      README.md
      .gitignore
      .git/.*
      .svn/.*
      target.*
      clients/target.*
      core/target.*
      contrib/target.*
      project/plugins/target.*
      boot.*
