Major Description
The Kafka consumer should have metrics around the number of seconds spent in rebalance over the last minute as well as the number of rebalances started during the previous minute.
The other important thing about these metrics is that they should only be updated once per minute for example the rebalance time should not increase from second to second during a rebalance.
