Description

In KRaft when a replica gets reassigned away from a topic partition we are not notifying the ReplicaManager to stop the replica.

On solution is to track those topic partition ids when processing PartitionChangeRecord and to returned them as deleted when the replica manager calls calculateDeltaChanges.
