[KAFKA-13056] Broker should not generate snapshots when controller is co-resident

Description

We added broker snapshot support in https://github.com/apache/kafka/pull/10990. We should have logic to disable the broker snapshot when the controller is running on the same host since there is no need to have them both doing it.
