[KAFKA-12754] TaskMetadata endOffsets does not update when the offsets are read

Description

The high water mark in StreamTask is not updated optimally. Also it would be good to have the metadata offsets have a initial value of -1 instead of an empty map that way the set of TopicPartitions won't change.
