[JXR-9] $outputEncoding is not a valid reference

Description

I am running the m1 jxr plugin with the latest maven-jxr-1.0-beta-2-SNAPSHOT as a dependency and get these warnings (see attached log). However, the outputEncoding is correct in the html output.
