[JSPWIKI-787] jspwiki.apache.org is broken now that JSPWiki has become an Apache TLP

Description

Now that JSPWiki has become an Apache TLP, both http://jspwiki.org/ and http://incubator.apache.org/jspwiki/ redirect to http://jspwiki.apache.org/.

However there is no content or redirection in place at http://jspwiki.apache.org/ !

At that address, one can find a jspwiki subdirectory, which contains an old copy of the website. In particular, revision 1504666 "Update website to mention JSPWiki's graduation." did not cause that copy to be regenerated.
