Move svn, lists, etc. out of Incubation into regular Apache infra.

      Once graduation is complete, all infra needs to be relocated.

          The graduation guide at http://incubator.apache.org/guides/graduation.html lists some of the activities under "Transferring Resources".
          This work can be started after the (positive) decision on graduation has been taken, right ?

          Correct. So this is not a biggie and pretty much marks the end of incubator period.
