[JSPWIKI-150] Unlocalized content at workflow's notification for creating a new user

Description

When enabling the workflow function for creating a new user, it would be nice to let this user know what happened to his registration (as long as he supplied an e-mail address).
One of the localization entries needed for this already exists (notification.createUserProfile.reject) but isn't in use so far.

Update: I've seen that only approving results in an email, but not rejecting. Seems to be a design decision?

But, I'll leave this issue open because the approval mail content isn't localized
