[JSPWIKI-1033] Incorrect relative navigations

Description

Problem/error:
I get a wrong url when clicking on the login button, the save button of the user preferences, the save button of a wiki entry, ...
My setting of jspwiki.reference=relative seems to be ignored within this navigation.

Background:
I've set the jspwiki.baseURL to my internet-URL. But in parallel I want to use the wiki within my intranet so I found the possibility to set the reference to be relative as described above. This way everything seems to work except the navigation after clicking to login.
