[JS2-790] Many bugs in portal site manager portlet

Description

1) HTTP Request doesn't send parameter hidde when I turn off "Hidden" checkbox
2) When site manager portlet receives <short-title> value in request it doesn't display it if short-title equals to title. So, short-title becomes empty after next saving if user don't touch it.
3) Page decorator hasn't been save. Request to ajaxapi?action=updatepage contains new value for page decorator, but response from ajaxapi?action=getpage doesn't contains it

So, very great problem is to show some page if it was hidden. There is no way to do such functionality! And it is critical!
