[JS2-1151] Portlet Maximize button relocates when pressed

Description

The Maximize button switches its place with that of the Minimize button after it's pressed.

STEPS:

• pick a portlet that has at least the Minimize (triangle pointing down) and Maximize (triangle pointing up) buttons
• note the position of these buttons: Minimize is on the left side of Maximize (state1)
• press the Maximize button
• note the Minimize button is moved to the right of the Restore button (Restore is just the state of Maximize after it is pressed) (State2)

EXP: that the Maximize button stays on the right hand side of the Minimize button after it gets pressed (State3)
