[JENA-367] schemagen not generating Resources for user defined datatypes

Description

A user defined datatype in a vocabulary file does not generate a corresponding resource in the schemagen output unless either:

1) the datatype is used as a property range and schemagen is run with --inference
or
2) the datatype is also defined as an owl:Class (when run with --owl) or rdfs:Class (when run with --rdfs).
