Description

There are two issues introduced with JCRVLT-596:

1. The default ID conflict policy is only set for JCR based packages, but not FS based ones
2. The default ID conflict policy always overwrites the explicit one potentially set in ImportOptions

Also due to the fact that the default is applied very early, low-level usages like SLING-11560 don't ever get the default applied.
