Global dependency <exclude> rules not being honoured in ivy.xml to prevent javadoc and source jars from being downloaded

      Description

      We are using global exclude rules in our ivy.xml files to exclude the download of source and javadoc jars, e.g.:

      <dependencies>
      	...
      	<!-- Don't download source or javadocs to save bandwidth -->
      	<exclude org="*" ext="*" type="source"/>
      	<exclude org="*" ext="*" type="javadoc"/>
      </dependencies>
      

      This works as expected when an Ivy resolvenis run from Ant on the command line. However, IvyDE seems to ignore these settings and downloads source and javadoc jars anyway. I see old mailing list postings about this dating back to 2012, so I think this issue has been around for a while.
