      See comments in IVY-633 for details - this issue may be marked duplicate if IVY-633 is reopened.

      The detection of "bundle" packaging, and auto-conversion of extension to "jar" that was performed for IVY-633 seems to be incomplete. The original fix involves some detection of active Apache Felix Maven Plugins in the artifact's POM, but that may not be working, perhaps where the plugin is defined in a parent POM.
