ivy initialization shouldn't fail if properties file doesn't exist

      Description

      In the ivysettings.xml it is possible to load properties from a file.
      If this file doesn't exist, Ivy throws an error.
      It would be better if Ivy simply ignores this non-existing file (for instance like the property task in Ant does).
