Combine ReferencePanel and EntityLink2SelectPanel

    Description

      In comparison to the drop-down support we have for value types (ValueChoicesSelect2Panel), with reference types we have two widgets: ReferencePanel and EntityLinkSelect2Panel. These should be combined into one.

      This is a useful prereq to ISIS-785 and ISIS-709 (support for multi-select in core and in the wicket viewer).
