[IOTDB-1376] BatchProcessException was not correctly handled in BaseApplier

Description

Current implementation simply logs and rethrows a BatchProcessException if it occurs in BaseApplier, which ignores the cases where the exception contains sub-exceptions that can be resolved by synchronizing with the leader.

BatchProcessException should be examined carefully to find out whether it contains such exceptions.
