[IOTDB-128] Probably a bug in iotdb official website

Description

I think it's probably a bug in iotdb official website. For example, if you open https://iotdb.apache.org/#/Development, and click `JIRA issues` in the top of the site, you would find not to skip to `JIRA issues` section. If click and click, the link on the browser would become https://iotdb.apache.org/#/Development#jira-issues#jira-issues#jira-issues#jira-issues#jira-issues that how many times #jira-issues appears depends on how many times you click. If you don't understand what I say, please check the gif I upload.
