[IOTDB-1210] Skip code coverage and sonar reports in a forked pull request

Description

For any pull requests triggered from a forked repository, the jobs Code Coverage (Coveralls) and SonarCloud Report are always failed because the secrets in apache/iotdb can't be used in a forked repo.

Thus we can skip the two jobs if they're triggered in a pull request.
