Minor Description
Add a MagicNumberFileFilter implementation of IOFileFilter that is capable of accepting files based on a "magic number", which is a set of specific bytes in the file. The filter should be configurable as to use magic numbers supplied as both Strings and byte arrays, and to accept an offset within the file at which to look for the magic number.
