Description

When a document arrives that has been signed via pgp, the tool automatically tries to download the public key. If this fails, a very clear error message is displayed, which then has to be handled manually.

I'd like to see another section in addition to Do: and File: called "Pend:".

The Pend option would contain a button for "missing public key". This button would create an email to the submitter that would say:

We received your document but are unable to process it because we cannot download your public key 59de93bc. Please upload your public key to pgpkeys.mit.edu and let us know when you have done so.

The only effect of this button is to enqueue an email that is sent when the commit button is pushed. Of course, there is no pending svn action so we might have to be creative.

And it would be nice if there were some way to cc: PMC and podling without manually updating the cc: list...
