Need security flag functionality for CloudStack Jira

      Description

      Guys - can you add a field to the CloudStack Jira so we can mark a bug as security-related? What we're looking for is security-related bugs are not publically viewable, but only viewable to the CloudStack security team (which for now is the PPMC)

          All issues transferred to 'Public' Status.
          Any person in the 'PMC' or 'Administrator' roles + the 'reporter' can create/convert to/view security issues.

          The reported did not have permission to mark an issue as security related. They do now.
