Description
The relative timestamps in review board are pretty messed up, at least from the timezone I am in (PST). Of course, for relative timestamps, local TZ should not matter so I think something must be misconfigured.
Example: https://reviews.apache.org/r/7496/
> Brock Noland 6 hours, 32 minutes from now (Oct. 12, 2012, 12:54 a.m.)
> It would probably be a decent size project but hadoop does have code to programmatically setup a kdc.
> Search for kdc on this pom https://github.com/apache/hadoop-common/blob/trunk/hadoop-common-project/hadoop-common/pom.xml
