jira_to_pubsub (JTP) missing changes to "Summary"

    Description

      If a user edits *just* the Summary, then it appears JTP does not send a payload to pubsub for that event.

      That said, it seems I got one when I first edited INFRA-23608's summary, but no further summary edits generated a payload. That first payload came through as a "comment". So: I'm reading the received payloads incorrectly (or maybe made two comments, when I thought just one?), or maybe it generates just for the first edit, and ignores further Summary edits?

      Not a breaker, but something to dig into when we (presumably) move JTP to a pipservice.
