Maven Toolchains for Windows Jenkins build nodes

      Description

      I'm trying to use toolchains in an integration test. It seems to be working for Linux nodes, but not for Windows nodes.

      The maven-invoker-plugin skips the tests due to missing toolchain:

      [INFO] Building: MPMD-304-toolchain-support\pom.xml
      [INFO] MPMD-304-toolchain-support\pom.xml ............... SKIPPED due to Toolchain

      It seems, that the file "C:\Users\jenkins\.m2\toolchains.xml" is missing.

      For now, I've created a toolchains.xml manually for Windows, using "f:\jenkins\tools\java\latest11" as the path for Oracle JDK 11.

      For Linux, I've found the toolchains.xml here: https://github.com/apache/infrastructure-p6/blob/production/modules/build_nodes/files/toolchains.xml

      Is there a equivalent file for Windows nodes?
      Can this file be created on the Windows nodes as well?
