Description

All the Jira tickets currently under ANNO are spam. Here's the most recent one (by way of example):
https://issues.apache.org/jira/projects/ANNO/issues/ANNO-22?filter=allopenissues

The Apache Annotator project uses GitHub for it's issues, so we don't need our Jira instance (thankfully), so one possible action is to close the `ANNO` Jira project completely.
