      Hello.

      This is a somewhat unusual request for clarification about the role of GitHub in an "Apache project".

      A partial context is in the following exchange on the "dev" ML of the "Commons" project:

      Overall, the discussion started in order to highlight that increased GH usage also has drawbacks (from an "ASF community" POV).

      The discussion thread died out there without being clear on which processes (and tools) make a distinction between a project hosted on GH and an ASF project.

      I wonder if a discussion was held about how GH fits into the services provided by INFRA to the ASF projects, and whether some limits were considered (based on ASF requirements) to "GH integration". Or if, on the contrary, it is bound to become impossible to contribute to the ASF without being registered GH user.
