Unable to use multi-branch jobs on new ci-builds

      Description

      Thank you for creating the folder for the UIMA project on the new build server.I can access the ci-build and I can create jobs.

      However, I am running into trouble setting up multi-branch jobs because of GitHub API rate limiting. E.g. when trying to scan repos or trying to build merge requests, I get output such as this

      That means, I cannot even test out how exactly I needed to build the Jenkinsfile for our projects because the turnaround times are insane.

      Apparently, INFRA was able to do something for other projects to support better GitHub integration with the ability to circumvent rate limiting and to allow updating the build status on commits from Jenkins pipeline builds (cf. INFRA-19879, INFRA-20042). Could you please also help the UIMA project to get multi-branch jobs, PRs, and build status updates working properly?
