Migrate security@shiro.a.o from alias to list

      Description

      Shiro currently has a security list that is an alias to private@shiro.a.o, we would like to make this a regular list (so we can invite non-pmc committers)

      I _should_ have access to create a new list, but given that it is a migration task (sort of) I figured I'd request INFRA's help.

      I'm assuming we just need to delete the alias, create a new list?
