[INFRA-20414] blocky.py high CPU on vm

Description

on allura-vm2 there is a "python2.7 blocky.py --daemonize --user=root --group=root" process that frequently takes high CPU (e.g between 40-100% when its busy) and prevents our app from functioning well. I've tried "service blocky stop" but it starts again.

Is this a service managed by infra? It is not related to the allura app and I don't know what it does.
