Hello Infra admin,

I'm Shaofeng Shi from Kylin PMC; We want to enable several fields in JIRA issues so that we can better manage the issues:
a) "Reviewers" and "Testers" in the "people" section; optional;
b) "Due" in the "Dates" section; optional;
c) "Code review": a text input, we can enter a URL of the test or review report;
d) "Skill level" in the "Details" section; optional; Four options as below:
1. Don'tKnow(Unsure)-The defaultlevel
2. Newcomer (Easy) - Everyone can do this
3. Committer(Medium)-This is for regular contributors/committers
4. Committers Level (Medium to Hard)
